Ukraine Proposes Coffee Break Strategy to Manage Orbán at the UN
Foreign Minister Andrii Sybiha suggests isolating the former Hungarian leader during votes, citing a 2023 EU summit precedent.

Ukraine’s foreign ministry has outlined a tactical response to the potential appointment of Viktor Orbán as United Nations Secretary-General. Andrii Sybiha argued that the former Hungarian prime minister would likely rely on the same coercive methods used within the European Union. He predicted Orbán would apply his "masterful veto and blackmail skills" to global diplomacy if he secured the top UN post.
The proposal follows reports that the White House is actively backing Orbán’s candidacy, relying on support from China and Russia. This move comes amid allegations that US figures are considering the appointment as a shield against future legal actions in Hungary. Investigative journalist Szabolcs Panyi recently stated that Orbán is preparing to move to the United States if domestic prosecutors pursue charges.
Sybiha’s strategy draws from a specific incident at an EU summit in late 2023. During that meeting, Orbán left the room to avoid a vote. His absence allowed other leaders to approve the start of accession negotiations with Ukraine without Budapest’s veto. Sybiha framed this exit as a useful precedent for managing Orbán’s influence at the UN.
The minister suggested that other world leaders could replicate this tactic. "We can share with the rest of the world our great experience of taking him out for coffee at the right moment," he wrote. The comment implies that isolating Orbán during critical votes could neutralize his ability to block or dictate outcomes. This approach relies on the assumption that Orbán’s behavior in Brussels will mirror his actions in New York.
The US administration’s push for Orbán marks a shift in international diplomatic support. The Wall Street Journal noted that Washington counts on Beijing and Moscow to support the bid. Meanwhile, May reports indicated that MAGA-aligned Republicans are interested in using a UN role to provide Orbán with immunity. The coffee break strategy offers a non-confrontational method for other nations to limit his reach during key sessions.
